VACANCY ANNOUNCEMENT
APS-ARTI LLC. (AAJV), is currently recruiting for a Security Investigator (Security Specialist II) in support of a contract with the Department of State at our Rosslyn, VA location. Position is full-time, exempt. Start date is immediate upon selection and security clearance processing as required.
SUMMARY
The Security Investigator will provide program security support for the Program Applications Branch, Information Security Programs Division, Office of Information Security, Bureau of Diplomatic Security, Department of State. Conducts duties and responsibilities IAW DoS policy and applicable security regulations. The Program Applications Branch is responsible for the development, coordination and implementation of plans, policies and procedures to safeguard the Department�s information assets within the U.S. and worldwide. The selected candidate possesses analytical and specialized technical skills which will enable him/her to perform all aspects of the job to include security policy issues agency-wide, formulate strategies, and establish priorities for their resolution in a timely, responsive manner. He/she will exercise independent judgment, as well as a high level of problem-solving ability in resolving various security issues within the scope of work.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Duties and responsibilities include but are not limited to:
� Maintain bureau�s security incident program in investigating domestic security incidents to determine extent of compromise and adjudicate them accordingly.
� Investigate security files in preparation for employee promotions, Ambassadorships, Presidential Appointee and Diplomatic Committee Nominees.
� Coordinate with U.S. Marine Security Guards and Department of State Regional Security Officers on security infraction investigations, incident adjudication, and preparing resultant infractions recommendations for administrative action.
� Maintain/distribute all incoming Statements of Understanding in employee filing system and provide necessary information to concerned investigators.
� Communicate with assigned Bureau Security Officers/Regional Security Officers/Principal Unit Security Officers concerning case status and proper adjudication procedures of all domestic security incidents.
� Maintain Security Incident Program database on a daily basis in tracking and adjudicating all received security incidents.
� Provide semi-annual reports of incident occurrences including statistical compilations of all domestic and regional bureaus.
REQUIREMENTS
� Undergraduate degree in a business, security or management in a related discipline with six years experience in the field. With 10 years of specialized experience a degree is not required.
� Of the six years experience, four years may be general experience and two years specialized experience in the areas of policy and security standard development, military intelligence, physical security, INFOSEC, security countermeasures programs, access systems operation and management, personnel protection and protecting/security information, or regional desk officer responsibilities.
� Must be proficient in MS Word, Excel, PowerPoint and specialized security databases.
� Must have experience working with senior level officials in DoD and Federal Government security related agencies (FBI, Department of State, Department of Justice, AFOSI, DIA).
� Must have a working knowledge of policies and procedures within a broad range of security areas including industrial, physical, classification, and personnel security issues.
� Knowledge of Executive Order 12958.
� Must have knowledge of security requirements for safeguarding national security classified and sensitive information to include OPSEC, COMSEC, AIS, Privacy Act, physical security and other directives.
� Must be able to assess an agency�s internal security problems.
� Knowledge and understanding of internal security problems.
� Knowledge of security equipment / devices, procedures, methods, and techniques to protect and safeguard personnel information and facilities.
� Must exercise independent judgment, as well as a high level of problem-solving ability in solving various security issues within the scope of work.
� Must have strong interpersonal skills and the ability to communicate and coordinate actions, orally and in writing, effectively with individuals at all organizational and management levels within, and external to, the Department.
� Ability to effectively interact with personnel at all levels in a dynamic work environment is required.
� Must be able to work independently and in a team environment.
